The Facebook App Center is a dashboard that looks similar to Apple's App Store or Google Play. Think of the Facebook App Center as a place to get recommendations for apps you might like vs a store where you would buy the actual apps.
I think the good thing about the Facebook App Center is that it helps you to easily integrate a lot of the apps you probably already use on your phone or tablet (like Pinterest, Foodspotting, TripAdvisor, etc.) and sync that information with your Facebook profile or page.
