I cannot find anything in IBC 2006 that would confirm or refute that.

Can you, possibly, point me in the right direction?

The IBC typically refers to residential, not commercial construction. Commercial codes are different. In any case, the AHJ has local authority. He da man! Ask him to show you what code and section he is basing the call on "so you can be prepared" when you go to your people to explain why this is required.

Around here, schools typically have a qualified on-site dedicated inspector to oversee everything. It may be different where you are.
