I AM IN THE BUILDING PROCESS AND WINDOWS ARE INSTALLED. ONE WINDOW IS WITHIN 24 INCHES OF A DOOR AND THE INSPECTOR WILL NOT PASS IT WITHOUT MAKING IT IMPACT RESISTENT . COULD I PASS BY HAVING A SHEET OF PLEXIGLASS INSTALLED OVER THE EXISTING PANE?

The issue around doors is "walk through hazard". By adding a 1/12 inch wide safety bar across the window, capable or resisting a 50 lb. per lin. ft. force, mounted at 36 inches, you can mitigate this problem fairly easily.

The plexiglass should also handle it it it is properly secured and of sufficient thickness to be functional as a walk-through barrier.
