Kieninger & Obergfell Clock

Hi, I have a clock here that seems to be in working order. The only problem is I do not have a key but I do know where I can find one. My question is that the spinning thing that hangs down does not work and I do not know how to fix it. It has a little tiny wire that runs down to it but it doesn't seem like it does anything. I was hoping you could help me to get it running again. In my attached picture I am pointing to the piece that will not spin or whatever movement it creates.

The pendulum lock is in place. It is located at the top of the pendulum and it swivels from the underside of the movement stand. Hold the pendulum with one hand while pushing the lock lever all the way to the left. Then gently lower the pendulum. Make sure the center point at the bottom of the pendulum is centered in the cup on the base. If the clock needs leveling to achieve this, there are levelers under each corner of the base. To start the clock running, gently rotate the pendulum 1/2 turn ONLY. If everything is OK with the clock, it should stay running. Set the time with the minute hand after the pendulum has settled down to its normal amount of rotation. Give it @ 15-20 minutes for that.
