Obd connector not sending signal to scanner

I have a 1996 Dodge Grand Caravan ES 3.8L. I am experiencing 2 problems. 1) The vehicle does not start on the first try, but will on the 2nd

2) Most importantly, the OBD connector is not sending a signal to the scanner once connected by a technician. I have tried 3 different sources and it appears to be dead. I cannot pass the Maryland emission control test until this is fixed.

Hi Duane, Did any of those who tried to operate the scanner mention whether there was power to their scanner or not coming from the data link connector under the dash? That would be the first thing to check. You should show 12 volts if you measure between pin 16 and pin 4 and also between pin 16 and pin 5. There are also digital signal wires on pins 3,6,7,11 and 14 which we can verify connections thereto if we find that the 12v operating voltages are proper. So check that out first and let me know what you find. I hope it is just a wiring connection problem and not a failed module. Please 'rate' my answer (see below). Thanks, Roland
